The ONA Board of Directors are excited to announce the date and location for the ONA Convention and House of Delegates that takes pace every two years. Mark your calendars and join us in Seaside on May 20-22, 2024!
The House of Delegates is the governing body of ONA and is composed of the delegates elected members of the constituent associations. The House of Delegates takes positions, determines policy, and sets direction on substantive issues of a broad nature necessitating the authority and backing of the official voting body of ONA.
The ONA Convention and House of Delegates will be held May 20-22, 2024 at the Seaside Civic & Convention Center in Seaside, OR. The theme for the convention is Making Waves: Transforming the Future of Health Care in Oregon. The convention will feature two half-days of continuing education sessions and one day of the ONA House of Delegates.
The 2024 ONA Convention is an opportunity for nurses, students and health care workers from across the state to come together to learn from each other, share our knowledge, and move the nursing and health care professions forward. Together we can guide Oregon's health care toward a stronger, more equitable, and more sustainable system.

Your Constituent Associations (CAs) may provide some funds toward convention if you are a delegate, more information to come. Registration fees include: - attendance at the Convention
- breakfast, lunch and dinner on Tuesday
- breakfast only on Wednesday
- beverages and snacks
ANA Member Discount ONA members can access their American Nurses Association member benefit and receive a $25 discount off registration. To apply this discount, you must be an ONA member, log into the ONA website, and use the code ANA25 during checkout. Cancellations Cancellations must be received on or before May 10, 2024. An administrative fee of $50 will be deducted from all refunds. No refunds will be given after May 10, 2024. Attending HOD as a DelegatePlease remember that registering to attend the ONA Convention and House of Delegates does NOT mean you are a delegate. You must complete a delegate nomination form to be eligible to serve as a delegate for your ONA Constituent Association. But, please don't let this step hold you back from registering and joining us for convention, it is simply an additional step to be mindful of.

Submit a Bylaws Amendment or ResolutionThe ONA House of Delegates (HOD) will be held May 21, 2024, during which potential resolutions and proposed amendments to the ONA Bylaws will be presented and voted on by delegates. Before the HOD can vote on a proposed amendment or resolution, they must be submitted to the bylaws committee for review (as per the ONA Bylaws Article VI). Learn more here. Speaker Highlights Butch de Castro, PhD, MSN/MPH, RN, FAAN, was appointed as Professor and Dean of the College of Nursing at Seattle University this past July 1, 2023, where he holds the Rpbert J. and Mary H. Bertch Endowed Professorship in Nursing Leadership. For 17 years prior to that, he was on faculty with the University of Washington School of Nursing where he spent the last 6½ years as Associate Dean for Diversity, Equity, and Inclusion.
As a researcher, Dr. de Castro utilizes community-engagement approaches to examine how employment circumstances, job conditions, and work organization factors contribute to chronic stress and risk for work-related injury and illness among immigrants and populations of color. As an educator, he teaches from a health equity and social determinants framework, employs problem-based learning methods, and incorporates service-learning projects. His external service has spanned being on the King County Board of Health; journal editorial boards for Workplace Safety and Health, and Public Health Nursing; the American Academy of Nursing’s Diversity and Inclusivity Committee; and Washington State Nurses Association’s Occupational-Environmental Health and Safety Committee. Prior to his academic career, Dr. de Castro worked in occupational health policy having held posts with the U.S. Department of Labor - Occupational Safety and Health Administration, and the American Nurses Association. His academic preparation includes receiving a Bachelor of Science in Nursing degree from the University of California, Los Angeles, a joint Master of Science in Nursing/Master of Public Health degree and a Doctor of Philosophy degree in Environmental Health both from The Johns Hopkins University in Baltimore, Maryland, and a post-doctoral research fellowship in public health at the University of Illinois at Chicago. Dr. de Castro has been the recipient of prominent recognitions including being inducted as a Fellow of the American Academy of Nursing, Washington State Nurses Association’s Researcher Award and Marguerite Cobb Public Health / Community Health Nurse Award, and the University of Washington’s Dr. C. June Strickland Distinguished Diversity & Transcultural Nursing Advocate Award. G. Rumay Alexander, EdD, RN, FAAN, is the American Nurses Association Senior Equity Advisor. She also is a professor in the School of Nursing, Assistant Dean of Relational Excellence at the Adams School of Dentistry and formerly the Associate Vice -Chancellor for Diversity and Inclusion/ Chief Diversity Officer of the University of North Carolina at Chapel Hill. At the end of 2019, she completed her presidency of the National League for Nursing, the national voice for nursing education which has over 40,000 nurse educators and 1200 schools of nursing.
In February of 2021, she became the American Nurses Association’s Scholar-In-Residence and advises the National Commission to Address Racism in Nursing. Additionally, Dr. Alexander is a board member of The Leapfrog Group, a nonprofit watchdog organization that serves as a voice for health care consumers and purchasers and the nation’s premier advocate of transparency in health care.
Included in her nursing career are appointments to several transformative healthcare initiatives addressing diversity, equity and inclusion including the Commission of Workforce for Hospitals and Health Systems of the American Hospital Association, the Tri-Council of Nursing, and the National Quality Forum’s steering committee which developed the first national voluntary consensus standards for nursing-sensitive care.
Dr. Alexander is a first-generation college graduate and holds a Bachelor of Science in Nursing from the University of Tennessee - Knoxville, a Master of Science in Nursing /Family Nurse Practitioner Program from Vanderbilt University and a Doctorate in Education, Administration and Supervision from Tennessee State University-Nashville.

Mensik Kennedy, PhD, MBA, RN, NEA-BC, FAAN, serves as the 38th president of the American Nurses Association. In this national leadership role, Mensik Kennedy boldly advocates for the nation’s 5.5 million RNs. In 2023, she was named by Modern Healthcare as one of the 100 Most Influential People in Healthcare. Mensik Kennedy is a sought-after presenter and prolific author based on her insights about and experience involving key nursing issues. Her books include Lead, Drive, and Thrive in the System, 2nd edition, and The Nurse Manager’s Guide to Innovative Staffing, 2nd edition. She co-authored Lead like a Nurse, A Nurse’s Step-By-Step Guide to Transitioning to the Professional Nurse Role, and The Power of Ten, 2nd edition, and contributed a chapter to The Career Handoff: A Healthcare Leader’s Guide to Knowledge & Wisdom Transfer across Generations.
Prior to her presidency, Mensik Kennedy held key leadership positions within the nursing profession, including serving the American Nurses Association as Treasurer, Second Vice President, and Director-at-Large. She also served as President of the Arizona Nurses Association from 2007 to 2010. Additionally, Mensik Kennedy held the role of governor of nursing practice for the Western Institute of Nursing in 2010-2014.
Mensik Kennedy earned a PhD from the University of Arizona College of Nursing with a focus on health systems and a minor in public administration from the Eller College of Management. She holds an MBA from the University of Phoenix and a BSN from Washington State University. Mensik Kennedy also earned an ADN from Wenatchee Valley College-North. Prior to assuming the presidency of American Nurses Association, she was an associate clinical professor at the Oregon Health and Science University School of Nursing.
Mensik Kennedy was inducted in 2014 as a fellow of the American Academy of Nursing. She has been recognized as Alumna of the Year by both University of Arizona College of Nursing and Washington State University College of Nursing.
RANDI WEINGARTEN is president of the AFT, a union of 1.7 million teachers; paraprofessionals and school-related personnel; higher education faculty and staff; nurses and other healthcare professionals; local, state and federal government employees; and early childhood educators. The AFT is dedicated to the belief that every person in America deserves the freedom to thrive, fueled by opportunity, justice and a voice in our democracy.
Prior to her election as AFT president in 2008, Weingarten served for 11 years as president of the United Federation of Teachers, AFT Local 2, representing approximately 200,000 educators in the New York City public school system, as well as home child care providers and other workers in health, law and education. Weingarten taught history at Clara Barton High School in Brooklyn’s Crown Heights neighborhood from 1991 to 1997, and helped her students win several state and national awards debating constitutional issues. Weingarten was included in Washingtonian’s 2022 Washington’s Most Influential People, and in 2013, the New York Observer named Weingarten one of the most influential New Yorkers of the past 25 years. Weingarten holds degrees from Cornell University’s School of Industrial and Labor Relations and the Cardozo School of Law. She worked as a lawyer for the Wall Street firm of Stroock & Stroock & Lavan from 1983 to 1986. She is an active member of the Democratic National Committee and numerous professional, civic, religious and philanthropic organizations. Born in 1957 and raised in Rockland County, N.Y., Weingarten now resides in the Inwood neighborhood of New York City.
