The House of Delegates is the governing body of ONA and is composed of the delegates elected by secret ballot by the members of the constituent associations. The House of Delegates takes positions, determines policy, and sets direction on substantive issues of a broad nature necessitating the authority and backing of the official voting body of ONA. The House of Delegates adopts and maintains bylaws that do not increase the rate of dues.
Delegate Allocation
According to ONA Bylaws, Article III. House of Delegates, Section 3. Composition - Apportionment
- The number of delegates to which any constituent association shall be entitled at any annual meeting shall be based on the number of members, on November 30 of the preceding year.
- Each constituent association in good standing shall be entitled to one delegate plus one delegate for every twenty-five members or major fraction thereof.
- Direct members in good standing shall be entitled to one delegate plus one delegate for every twenty-five direct members or major fraction thereof.

How to Become an ANA Delegate:
ONA is currently allotted delegates based on policy adopted by the ANA Membership Assembly. Elected by secret ballot of the ONA members, delegates elect ANA officers, directors, congress members, and the nominating committee; adopts and maintains bylaws; adopts a Code of Ethics; establishes congresses and assigns responsibilities; assures the development and promulgation of nursing standards; and monitors and revises the ANA strategic plan. Terms of office are two years.
