Evaluation of Oregon Revised Statutes (ORS) which Dictates Scope of Practice for Nurses

ONA’s second Nurse Leadership Institute (NLI) second cohort featured four groups, each of which were tasked with developing an action learning project (ALP) as a way to implement the skills they have learned throughout the institute. This is the second group's ALP report.

This summary comes from Tim Gebhart, MN, FNP-C (DNP student at Oregon Health & Science University); Polly Hansen, (MN, RN CNS, CCNS, CCRN, PCCN, Critical Care CNS Legacy Health); and Pam Hiransomboon-Vogel, DNP, FNP-BC, ACHPN (Nurse Practitioner at Bristol Hospice of Oregon) who worked with ONA’s Government Relations Department to evaluate Oregon Revised Statutes (ORS) which dictates scope of practice for nurses. Their focus was to include the current scope of practice for advanced practice registered nurses where the statutes now only reflect physician or select provider group practices. Revisions were proposed where the material is in fact an area where advanced practice nurses practice within their own scope. A search located over 550 potential statutes where this could be the case. The group reviewed each statute to find which of these items had language that did not meet current nursing practice.

The outcome of this project is an easy to use spreadsheet outlining the current statutes within the ORS with the term “physician.” These statutes are then referenced with background notes and suggested prioritization for change by the cohort members. The spreadsheet will be passed on to ONA’s Cabinet on Health Policy for consideration as a legislative priority in the 2018-2019 legislative sessions.

Cohort members were mentored by ONA leadership through this process, learning about effective communication, coalition, goals and cabinet workflows. The project prompted professional growth, leadership skills, networking and engagement in our state's highly recognized and active nursing organization.
