Improving Awareness and Understanding of the Oregon Nurse Practice Act

ONA’s second Nurse Leadership Institute (NLI) second cohort featured four groups, each of which were tasked with developing an action learning project (ALP) as a way to implement the skills they have learned throughout the institute. This is the first group's ALP report.

The group includes Ann Murdock, BSN, RN, CCRN at Providence St. Vincent Medical Center; Melinda Roberts BSN, RN at Good Samaritan Regional Medical Center; and Holly Herrera BSN, RN at Oregon Health & Sciences University. Here is how they summarized the work they have been doing:

“Our project goal has been to improve awareness and understanding of the Oregon Nurse Practice Act, among nurses in the state, to promote safe and empowering practice. We have been working collaboratively with the Oregon State Board of Nursing (OSBN) on strategies to improve knowledge of the nurse practice act. We conducted a survey of RNs across the state and had 122 responses that focused on awareness of the Oregon Nurse Practice Act.”

Here is what the survey results yielded:

  • 79.5% of participants were not aware that the Nurse Practice Act was being revised
  • 48.8% stated that they rarely refer to the Nurse Practice Act to ensure they are within scope
  • 42.6% considered themselves minimally knowledgeable of the Nurse Practice Act
  • 63.1% responded that they knew who to contact if they had a question about their scope of practice.

“In summary, the survey results suggest that nurses in Oregon would benefit from increased knowledge of the Nurse Practice Act. OSBN is currently revising Oregon Standards and Scope of Practice as defined in Division 45 - these statutes address the general scope of RNs and LPNs. There are numerous benefits to increased understanding of our scope of practice, including improved public safety, decreased licensure infractions and increased satisfaction among nurses, as well as the nurses’ ability to protect their scope. We appreciate each of your support in better understanding this important issue."
