2016 ONA Legislative Agenda

The Oregon Nurses Association (ONA) is Oregon’s oldest and largest professional association and labor union for nurses. ONA is proud to represent 14,000 Oregon nurses, the largest segment of Oregon’s healthcare workforce. ONA members provide care in nearly every setting within our health care system. ONA works to support public policies that help ensure the strongest and most fair working conditions for nurses as well as the highest quality of health care and public health.

The Oregon Nurses Association’s Cabinet on Health Policy identified the following as ONA’s legislative priorities for the 2016 short legislative session:

Preserving Payment Parity (SB 1503)

The 2016 legislature will be considering SB 1503, which removes the 2018 sunset on Oregon’s groundbreaking Nurse Practitioner Payment Parity law that ONA and NPO worked to pass in 2013. Keeping the law intact requires insurance companies to provide the same reimbursement rates to primary care and mental health providers when providing the same service. Removing the sunset on this law will ensure that NP’s and PAs continue to play a critical role providing needed access to preventive and primary care in our state.

Tobacco and Nicotine Prevention (HB 4206)

ONA is working to build off of last session’s progress to regulate electronic cigarettes (E-cigarettes) by taxing the product. E-cigarettes are the only nicotine product in Oregon not currently taxed, and as a result, remain more easily accessible for youth. Price is shown to be a key factor in deterring youth from ever purchasing nicotine products in the first place, making this a sensible and effective prevention strategy.

Raising the Minimum Wage (SB 1532)

Oregon has an opportunity to raise our minimum wage. Recognizing that increasing the minimum wage is both an urgent matter of public health and a critical tool needed for enhancing patient outcomes, ONA is working with our labor partners to support this important work and helping to ensure every worker has the ability to earn a livable wage.

Prescription Drug Monitoring Program Access (HB 4124)

HB 4124 would allow providers and pharmacists greater ease of access to Prescription Drug Monitoring Program by creating a connection to the Emergency Department Information Exchange (EDIE), and allowing the two programs to share information in a way that is seamless for users.
