A Great Year for the Nurse Practitioners of Oregon

Oregon is once again on the national map for advancing authority for Nurse Practitioners. HB 2902, the Payment Parity Bill, is a major victory for NPs and their patients. Senate Bill 8 which removed barriers to drug dispensing and Senate Bill 533 which extended the time NPs can treat injured workers also brought significant improvements in access to care.

While Oregon enjoys unprecedented success, national barriers remain. Nurse Practitioners are still not authorized to sign orders form home health care due to an inconsistency in Medicare laws. Congressman Walden has once again introduced the Home Health Planning and Improvement Act (HR 2267) to remedy this significant barrier. Stories from NPs detailing how this lack of authority is negatively affecting patient care should be sent to Congressman Walden and also to Sarah Baessler ONA Director of Health Policy and Government Relations Baessler@oregonrn.org.

While members of ONA attended the ANA Lobby Day on June 26, CMS was responding to pressure from nurses in Washington and across the country about a proposed rule requiring a physician to sign orders for durable medical equipment. Allegedly a result of CMS attempting to reduce fraud, which ANA and ONA strongly support, the proposed rule would have erased years of NP authority and made it much harder for patients to get needed equipment in a timely manner. CMS has now delayed implementation of the rule and NPO believes the delay needs to be indefinite.

The 36th Annual NPO Education Conference is scheduled for October 3-5 in Eugene. We are pleased to begin our conference by jointly hosting a reception with ONA. It will be a good opportunity for nurses from different practice settings to meet and network.
