ANA: Nursing Workforce Development Programs Funding Update

According to an American Nurses Association (ANA) news release, the full Senate Appropriations Committee approved a bill late last week providing funding for the Nursing Workforce Development programs authorized under Title VIII of the Public Health Service Act at $231.099 million. ANA and the nursing community had requested $251 million in FY 2013 plus $20 million for the Nurse-Managed Health Centers “Within funds available for the Nursing Education and Retention program, the Committee intends that no less than $5,000,000 be awarded to nurse-managed health centers.”

It was also reported that “the Committee is concerned that many nursing education and training programs are unable to guarantee required clinical placements to students who have completed the appropriate classroom work. These individuals remain full-time students longer than otherwise necessary, accumulating more student loan debt, while they await placement for their required clinical rotation. The Committee directs HRSA to prioritize applications for nursing education and training programs that provide incoming freshman students with a guarantee of high-quality clinical placements in hospitals, nursing homes, visiting nurse programs, and other care settings during their junior and senior years of study.”

FY 2013 Subcommittee Level

  • Nursing Workforce Development (Title VIII) $231.099 million
    • Advanced Education Nursing $63.925 million
    • Nursing Workforce Diversity $15.819 million
    • Nurse Education, Practice, Quality, and Retention $39.182 million
    • Loan Repayment and Scholarship Programs $83.135 million
    • Nurse Faculty Loan Program $24.553 million
    • Comprehensive Geriatric Education $4.485 million

Given the current fiscal constraints, this may be considered a win. We now await House action. Click here to share with your legislator how vital this funding is to addressing the nursing workforce shortage.
